WHAT IS SHE?
Lapis Lazuli is, originally, a gem. Gems are a species of sentient rocks, essentially, who project bodies for themselves. The bodies are composed of light, but with physical mass. The gems', well, gems are all located somewhere on the outside of their body; in Lapis's case, hers is located on her back, between her shoulder blades.
Gems' projected bodies are very sturdy, and, when damaged too severely, the gem withdraws into their gem to repair their body. (At this time, they also commonly make changes to their physical body. The changes made can be as simple as a change of clothing, or as extreme as an attempt to reshape their body entirely, although the latter isn't sustainable for very long; it seems that gems have a set "shape" that is the most stable for them.)
When a gem's gem is damaged, it affects her ability to project her body, which can cause deformities, or even disable them from using an ability of theirs entirely. The only way to entirely kill a gem is to completely destroy their gem itself.
WHAT CAN SHE DO?
Lapis is a very powerful gem, and can be incredibly dangerous if angered. Not only does she have the standard abilities of her race-- the ability to shapeshift, the ability to merge her body with that of another gem to form a more powerful "fusion"-- but she also has the ability to manipulate water. It doesn't sound that scary until you realize that it means she can do anything from form a bubble of water around someone's head to drown them to forming a water-based mirror image of a person that is nearly indestructible. She even uses Earth's ocean to form a tower at one point, an act that had to've required an enormous amount of power. She is also capable of forming wings made of water, and she can actually fly with them-- very well, in fact.
It's unknown if her abilities carry over to other fluids that contain water, or if she can only manipulate pure water itself.
